CA does not conserve, it artificially decreases the supply of highly valued resources. There is a difference. What CA has done to its energy supply it has also done to housing and other resources. The result? Skyrocketing energy and housing costs.

To solve the mess, liberals want to resort to additional artificial means such as what are euphemistically referred to as "rent control" and "price caps," and what is in reality nothing but "theft." The only real solution to lower prices of highly valued resources is an increase in supply or a change of mind such that the resources are no longer as highly valued. Liberals want to keep the same supply (or less) of highly valued resources while holding down prices. They want to make cake out of thin air and yet eat a real cake. It cannot be done.
