You may very well see Silicon Valley, as well as the emerging biotech industry, dispersing itself around the country to more human-friendly political environments like Texas (as well as other states). The general level of taxes is the easiest and most visible gauge. State regulations and a business-friendly environment quickly come to light, also. Boeing has recently figured this out.

Currently, high tech has developed in areas where the best tech-oriented universities are. That is a rather 19th-Century concept. Most of the students at those universities have already re-located from around the world. In the emerging world of the telecosm, you don't have to live your life in Palo Alto if you can be more comfortable and less taxed elsewhere. California is doing greater damage to itself than it realizes...
