Gordon,

Pete Wilson and all the Republicans and Democrats passed the bill back in 1996. Jerry Brown had been gone for 12 years at least!!!!

I was told that the plan had figured enough power until 2005. That is why the building of new generators was started last year and not expedited until recently.

We have 4 to 6 peaker plants going online here this summer.
