I suppose to some degree it is[speculation]. However, given that it's unlikely that the processor die exhibits a uniform thermal profile (indeed thermal images prove otherwise), I think I'm at least technically correct.

No you're not, you're just speculating. If you claim to be correct then tell us just what percent of the P4s experience clock throttling when using proper thermal design? The only data available is a couple of paid AMD hacks stumbling around with damaged thermal solutions. You have no data showing that thermal throttling ever kicks in when the system is properly designed.
