Bill, exactly. Intel's PDF actually says this. Amazing:

"Thermal Monitor thus allows the processor and system thermal solutions to be designed
much closer to the power envelopes of real applications, instead of being designed to the much
higher maximum theoretical processor power envelopes."

together with:

"however, with a properly designed and characterised thermal solution the TCC most likely
will only be activated briefly when the system is near maximum temperature and during the most
power intensive applications"

implies (reading between the lines):

"The TCC enables Intel to ship .18u P4's with higher MHz ratings than they can actually sustain under heavy load without suffering thermal failure. Our marketing guys love it, and we're hoping you won't notice your PC slowing down when you need it most. We can always bill this as a 'safety feature'. Hey, do you like our latest Blue Man Group TV ad?"
