Anyone understand RESTRICTED?

I don't - all I know about it is that it makes it very difficult to borrow shares to short. But the reason I'm posting is not to say I don't know, but to mention that eSignal has been showing GMGC as Restricted for at least the past week, maybe longer.

Still holding a small long position in GMGC.
