I'm not sure where you get this... Typically, inventories rise while a downturn is still in progress. In fact, this is one of the classical symptoms of a downturn. It is only after a company cuts its production rate below its order rate that inventories will shrink and that doesn't usually happen too quickly. Also, while AR that are "current" will typically shrink, it is also very common for average days outstanding to lenghten considerably during a downturn as some customers will try to conserve cash by delaying payment.
