The generators were building coal plants out of state to add to the grid because the numbnuts legislators here didn't have a clue. When you have an imbalance of gas generation and a lot of QF's you are going to be paying high prices when nat.gas prices spike. CA is 10% coal (all out of state plants) and 18% nuclear with a lot of expensive subsidized QF's in the grid. Ave. in U.S. is 51% coal and 20% nuclear and little of these boutique QF's to subsidize. Truly a bunch of morons made this mess in CA.
