Enclosed herewith are indexes to records submitted for in-camera inspection in the above referenced cases, as well as the records. Upon completion of the Commission's review of such records, the Police Department has requested that all documents be returned to the Department. RE: FOI Request JOVIN MURDER CASE CN 01-98-077119

I have copied and presented to you all official New Haven Police reports, statements and documents found in the Record Room File pertaining to the Jovin Murder Case 01-98-077119.

I have made an excerpt of the calls to the police department at the time. Included were police communications over the radio and telephone between dispatch, officers, detectives, investigators and supervisors.

I have made copies of the hotline notes and information forwarded to the police department for consideration as possible related information or leads.

I have copied and presented to you reports, statements and documents found in the Investigative Services working files. This included all reports that were tangible documents readily available that could be copied.

I have copied notes, logs and evidence receipt copies found in the working file. I will not assume that the originals are with the evidence wherever they may be at this time.

I have copied for you all available and tangible notes found in folders that were part of the working files in the Investigative Services Unit. I have copied most News articles, publications and third party reports that the detectives are viewing during this Investigations that were found in their working files that were tangible and available for copy.

Included in their files were approximately 150 photographs and 132 negatives on 35mm filmstrips that I have not been able to copy or have copied. Included in the files were two VCR videotapes with notations of interview and scene. I am not able to copy these tapes. I also saw three long strips of computer paper with notes and markings I did not understand and was unable to reproduce. Also in the room with the files were posters and a map on large poster boards of which I was unable to reproduce.

The detectives also have at least 11 detective notebooks used for writing notes in their possession. The notebooks were about 5" by 3" in size containing approximately 100 pages. While I did not read them, I have been informed that some contain detective's personal notes and may not have anything to do with the Jovin case. These notebooks are in the personal possession of the detectives working on the case and in the files at this time. I can not make copies of these notes.

Because the case is still an open ongoing investigation, I can not make a distinction between official reports and notes. I can not assume that all notes are part of the file. However as indicated I have copied all tangible information found in all New Haven Police Department files known to me at this time.

Again, The department objects strongly to release of any of this information. Please have each page copied returned when "in camera view" is completed. I am held accountable.
