I don't disagree that Clinton was foolish to have "caved" into his primal instincts and allowed himself to engage in sexual activities with Monica.

Before Clinton had been elected it was common knowledge that Clinton's Achilles heel was women. At that time I listened to Rush's show and remember him making the issue that CLinton could be easily handled politically with tales of womanizing. It was the obvious avenue for Clinton's enemies to travel.
