You mean God couldn't have stopped all the holocausts of history, even if he she or it wanted to? Because if he she or it could have stopped them, then he she or it is partly- or even mostly, or maybe completely responsible. Depending on how substantial cause and effect are- an element of reality I can't be certain of. So I won't apportion blame in any specific way.
