With his defection expected, Sen. James Jeffords of Vermont said he will announce on Wednesday whether he will bolt the Republican Party, a move that would give Democrats control of the now evenly divided Senate for the first time since 1994. ``I think he's doing it, and I think he's doing it tomorrow,'' Sen.
