My answer to you was based on the question you asked. When foreigners earn dollars a large portion is invested in debt. U.S. financial institutions, not just mutual funds invest in U.S. debt. Insurance companies, banks, credit unions and so do non financial corporations. The attraction is the zero credit risk. As any debt holder, they still take on interest rate risk.
