Sorry I have no idea where you are going with this. Debt is issued and bought by those who think it represents a good investment. The problem is not who owns the debt but rather is the debt excessive in relation to the "value" of the company or the country.

One could make a case that having ones potential foes own vast amounts of ones debt reduces the potential for aggressive acts against the issuer of the debt. the holder of U.S. debt gets no leverage over the U.S. Over 99.9% of U.S. debt is not inflation indexed and the government can pay it off by issuing currency. Printing money.
