Well, then SVGI is clearly lying, because they claim Intel as a customer and do claim Intel is affected.

As for AMD, AMD uses ASML equipment, so they may or may not be affected. SVGI claims it is an endemic shortage of lens material that affects all equipment manufacturers. More recent rumors claim that it is problems with the design of SVGI equipment that is causing a delay. According to SVGI, the shortage will be resolved in 3-4 months. According to the more recent rumors, the resolution of the equipment problems is indeterminate, so the delivery of equipment could drag out to several quarters.
