Many talking heads(bosses of market making bull pans) on CNBC, came in to coordinate by saying " if the market goes up for a few more days then it is a new bull market". IBD just thinks that 5 days is the magic number. But the coordination is going on, even though the small stocks are the last ones to feel the boost. This has to do with money coming into Wall street and the oversold condition after severe pull back.
