Watson: He uses "may" because you can never be SURE that the future will continue as it has, and he is only relying on 1 year's data... so of course it isn't a conclusion, especially when one realizes that many of those plants may be put on hold because of the over-supply coming their way. Surely a technician like yourself would understand these things? Hypothesis is a "may". Future happenings are the only way to see the conclusion. The author uses information from the Dept of Energy's Energy Information Administration. That dept notes that from 1990 to 1999 CA has actually saw a slight decrease in electricity supply: "During the period from 1990 through 1999, overall demand increased by 11.3 percent. Electric generating capacity decreased by 1.7 percent during the same period." But once the deregulation was understood, then of course companies took advantage and started building power plants like crazy in 2000. Deregulation will work out well eventually, but in the meantime we have a short term problem related to hesitancy on the part of utilities, and CA legislature's blundering over the last 10+ years.
