Zel might feel a bit uneasy about switching parties since, to put it diplomatically, Strom and/or Jesse my leave the Senate before 2002, and the Dems would be back in control even with Zel's act of disloyalty. He's better off using the threat of a defection to push his agenda within the Dem party.
