Don't worry, President Cheney needs Bush to look like a moderate. Bush is the public face of the administration, after all. He's the salesman, the mouthpiece, although not exactly the smooth talker.
President Cheney, on the other hand, is the idea guy. Cheney is the guy who knows how to get things done in government. Cheney is the insider, the old hand, the diligent ideologue whose influence will grind out conservative policy and line up support of the right.
Cheney has been around since the Ford administration, the protege of Rumsfeld, the guy who's connected, who has installed his pals as deputies in a bunch of federal agencies, the strategist whose work in the background carries more weight than Bush ever knew as Governor of Texxxas.
Bush is fond of saying,"When you talk to Dick, you're talking to me. And when Dick speaks, it's me talking." Actually, it's the other way around, otherwise why would he need to say that?
