There is no open market for energy. It's not like a substance that can be sold in Walmart.

Actually there is ( i.e. enrononline.com ), but I understand your hesitancy in allowing energy conpetition... we must be especially careful when moving from a government monopolized resource (a la the postal service) to a competitive position in no time flat... that would be a mistake, as there is only a couple alternatives, if any, for the end consumer in the beginning. That, IMO, was the biggest mistake in CA... but it's what Republicans wanted at the time. Over time, I certainly believe in energy competition... but it's not something we should have jumped into without first giving competitors a chance to spawn.
