It has nothing to do with being a loser, sore or otherwise. It has to do with a realistic assessment of the experience, connections, personality, work habits and other evidence of an intellect of the figures in question. You can deny all of these factors all you want, or you could credit Cheney with the level of real influence he very likely has. He is already more involved in the everyday decisions and process of the administration than Gore ever was.
