I think the rich should receive a cut that is proportionate to the amount of tax they pay. That would still give them most of the tax cut, but it would be in line with the amount of tax they actually pay. Bush's proposal gives them over 40% of the cut, while they pay about 30% of the taxes.

If Bush actually wanted the tax cut to stimulate the economy, as he claims, it should be tilted the other way, towards the lower brackets, since letting the lower brackets keep more money will increase consumption of goods and services, while letting the upper brackets keep more money will increase spending on financial assets, which are not as stimulative for the economy as a whole, and are still in a bubble anyway.
