It's legal to know how to... ...build a bomb. It's just illegal to build one and kill people, harm property with it. Same with hacking. Legal to know how to do and talk about it, illegal to do it and harm others. There are a zillion hacking/cracking newsgroups not to mention gun newsgroups that talk about about things that are illegal. You just can't DO anything illegal. As long as that guy did not do what he was talking about and send it into the IRS to get illegal money from them, he did nothing wrong. They should be thankful he showed them their weakness. They were just embarassed about it. In the hacking newsgroup, companies offer money to individuals if they can hack in and show them how they did it.
