Jim, If a person feels their patent is being infringed by another person(this includes corporate persona as well a natural persons) they can ask US Customs to stop the importation of the offending goods. US Customs will look at what they say and hear a counter comment and then decide and they will issue a hold. this hold is good for 60 days and at that time the petitioner must either prove his case or release the goods. In addition they also must post a bond equal to twice(i think) the value of the goods that is lost to the company if they fail to prove their case within the 60 days and release the goods back to the importer.
So I feel you infringe mt patent on a $1000 skateboard, so I ask US customs to hold it. I post the $2000 bond. I then gather evidence and present it to US Customs before the 60 days. If they find I am wrong and I do not release the goods back to you prior to the 60 days. you get the $2000 bond posted.
This is to discourage trivial anticompettive behaviour.

As said this threat made some people sogn agreements. All they need to do now it stop paying and repudiate these agreements as falsely obtained by threats etc.
