If you don't like this behavior, stay away from Simi Valley. In Simi Valley it is mostly four-way stop signs, and they have not a clue about how to use one. Not only do they often make right turns without stopping. It is often the case that a string of up to ten cars will follow one through an intersection. I think it has something to do with Simi Valley having the highest per capita concentration of police officers of any city in the nation. Which is also why they moved the Rodney King trial to Simi Valley.
