FOIA applies to the records of government agencies, so it would apply to the Board of Governors of the Federal Reserve, the FOMC, and the Exchange Stabilization Fund, which is part of the Treasury, unless there is an exception. I am not aware of any exception which would prevent someone from obtaining the information after the fact.

It goes without saying that the BIS and the private banks are not subject to FOIA.

I doubt that any agency bothers keeping FOIA requests.
