When we behave badly, we sin against our own soul. The condition of my soul is the BIG issue that I should be concerned about during my temporal existence on Earth. We consider this life (moment by moment) a test of our soul. In Christianity there are lots of references to life's trials and tribulations. This is very similar. The story of Jobe is an example that is used in Islam as well as Christianity. The only entity empowered to forgive my sins against my soul is the same entity who is empowered to Judge my soul. We say "There is no God but God." And we pray that God have mercy on our souls.

Forgiveness of sins is used in another context. If someone robs me or mistreats me. It is good for my soul when I can forgive them for their bad deed against me. When I can do this I am conquering the desire within me to have the things of this world and is considered the most powerful worldly action a human being can accomplish. It is VERY important to note here that in forgiving them their bad deed I am NOT doing anything regarding the judgement of their soul. I am merely doing a good thing for my own soul and making it more possible that we can live together in peaceful coexistence while on Earth. My action of forgiveness in this case has no influence on how God judges this other persons soul.
