It is guaranteed by for 3 years as any non overclocked box CPU. Thus it is just as valid a speed grade as a throttled P4 1.7 GHz. And it is more stable than a air cooled CPU because of the liquid-gas transition keeps the temperature at the boiling point. As long as thermal power boils less liquid than the quantity of liquid supplied, the temperature is stable at the boiling point.

Besides, a P4 system of equal configuration is more than that in single CPU workstations. To have the same performance in typical apps, P4 would need to get to about 2.3 to 2.7 GHz. Intel loses in MHz, in performance, and performance per dollar. Hey, it is three strikes and Intel is out for this inning.
