complete the requirements for citizenship then start voting.

for the average immigrant, thats about a 15 year process : about 10 years to get a "Green Card", and the 5 from then to file for citizenship. I feel that 15 years of "taxation without representation" (wasn't that 1 of the reasons the US split from the British Empire ?) is not fair.

Compare that to a country like New Zealand : If you have lived legally there for over a year, and been gainfully employed for that year (ie paid taxes), then you are eligible to vote.
