Bush goes to California because he is afraid his "drop dead" message to California will cost him the House in 2002.

" Will voters accept the Lehane argument that “Texas
generators” — many of them financial supporters of Bush’s
presidential campaign — have been “gouging California”?
And will they seek to punish Bush by lashing out at
incumbent Republicans on the ballot?
If they do, such marginal Republican House members
as Steve Horn of Long Beach, who held his seat in
November by only 1,768 votes, and Doug Ose of
Sacramento could be tossed out of office next year.
This would have national implications, because the
Republicans have only an 11-seat margin in the House. For
Bush, perhaps the only thing more unpleasant than a
Democratic-controlled Senate would be a
Democratic-controlled House."
