The recent experience of Tacoma, Wash., Mayor Mike Crowley lends credence to Weissman's observation.

In an effort to ease the burden on his state's electric grid, which was providing some power to stricken California, Crowley proposed a series of energy-saving measures, including temporarily pulling
the plug on the city's hot tubs. Fines of $100 were provided for violations, and residents were urged to keep their eyes peeled for illegal hot-tub use.

To his surprise, hot-tub lovers arose in indignation, citing their "God-given right to soak," and packed City Hall to battle the measure. The ban never went into effect.
