There would have been a middle class regardless, due to the nature of the labor market, and the division of labor. But it is arguable, at least, that various items that you mention have helped the welfare of the citizenry. If we can leave it at a general agreement that some government action (for example, universal schooling) is good, but within a framework of decentralized economic markets, i.e. capitalism, I would be content for the moment......
