I'd have to agree with you that communications is a bigger bet than Itanium, which already has Microsoft, HP, Dell, IBM, Compaq, and Linux support behind it. The momentum behind Itanium, isn't just Intel, it's the entire industry. Also, Itanium hasn't cost as much as the communications.
However, the communications market consists of many different categories (different markets and product areas) that are changing fast, and it tends to be Intel against several players, not just one.
