Perhaps a little something.

Guild operators were complicit in the development of the standards within 3GPP. And there are operators like NTT that like to think of themselves as strong in r&d..

However, you are correct that they relied on vendor's expertise and judgement in what was viable - what was possible.

Vendors' vested interests, naturally, were and are a stronger incentive than best technology...

The pregnant consideration may be the popularity of performance clauses in contracts....
