If I understand the situation correctly, there's a glut in long haul capacity(i.e. between the Carriers' central offices); and a sparcity of broadband coverage for the local loop(Between the COs and the customer). As the local loop bottleneck is removed, long haul capacity will rapidly be consumed.

While I have no idea how long it will take before rapid growth resumes, or more to the point, becomes visible to investors, I do see a lot of urban streets being ripped up and fiber being laid in the cities. While I doubt that you'll see JDSU or GLW cut in half from today's close, it's almost a certainty that you'll see them well over 4 times today's close in less than 3 years.
