TALK ABOUT CONTRASTS. In the same week as China-United States relations were tested by the Dalai Lama visiting Washington and Taiwan President Chen Shui-bian stopping over in New York, China's leaders rolled out the red carpet for a European Union delegation. In Beijing for talks with their East Asian counterparts, EU foreign ministers met President Jiang Zemin and Prime Minister Zhu Rongji. On the agenda: building better Europe-Asia ties--but, perhaps most crucially for many, giving shape to a clarion call by EU External Relations Commissioner Chris Patten for " a new setting for EU-China relations" to build a "comprehensive partnership" between them.
