You better check your dates (and under which administrations) as to when some of the key pieces of legislation went into place on the national and state levels before you start pointing fingers. You might discover that "they" aren't who you think they are.

IIRC George Bush was the Republican President during the period 1989-1993 when the key 1992 Open Access legislation when into place

and

Pete Wilson was the Republican Governor of CA during the period 1991-1999 when the electricity deregulation plan was being written and first implemented.
