Re: But it's a matter of national will, and to what extent they willing to create "plausible deniability" or resorting to outright assassination with no regard for denying their actions publicly (as has occurred recently on the West Bank againt PA military leadership).

A matter of national will?!? I completely disagree with your jabberwocky.... It just doesn't make sense to kill Arafat because Arafat is not some isolated loony who's pursuing a selfish agenda! Mr Yasser Arafat is a statesman who represents the will of several million Palestinians --and that will can't be terminated by the assassination of a single individual... That's part of the reason why it'd be highly counter-productive (to say the least) to kill Yasser Arafat. The French tried to play such "Gestapo" tactics in Algeria in 1955-1957 (I'm currently reading War Criminal Paul Aussaresses' autobiography, Services Spéciaux - Algérie 1955 - 1957) but ultimately failed. Sate terrorism against a whole people is always doomed.
