Some of that was cultural and may or may not have been a misunderstanding. It is definitely rudeness and disrespect by our standards but that may not have been what was intended.

Example: There are some fundamental guidelines in Islam about male female interactions. These are accentuated in different ways by different cultures. In Saudi, a man is never allowed to touch a woman, or to look on a woman who is not directly related to him in blood or as a wife. 20 years ago that made our kind of interaction confusing for the Saudi men. What if a business woman offers a hand shake as a business greeting? I have seen this become very awkward. I doubt that these guys were sufficiently prepared to come to Washington in this PR role. But trust me, if they responded to you they were probably thinking of you as the lowest form of whore. The ones who just ignored you probably thought they were being kind and tolerant of you.

These days every educated Saudi has satalite or cable tv and has a much better understanding of other cultures. The men I know cover the gammat of being very gentle and considerate to the extreme of aggression. Not much different than Americans but much more likely to stay sober.
