Further update
I found a program called depends.exe located her:
dependencywalker.com

that will show missing files for various dll's I simply told it to look at wupdinfo.dll and it informed me that I was missing mfc42.dll . I downloaded it and then sucessfully registered wupdinfo and now have a working win update !

I did run system file checker and ie repair utlity without any resolution. Lessons learned include

1. Never delete dll's no matter if your're told they are unused.

2. Always use different search engines ie some do not like to search by numbers like google.

I'll shut up now and will go back to working on my college ap. Regards :)
