John, Re : "Simplex Solutions Inc. and Toshiba Corp. have developed a new way of laying out circuits on a chip, which they believe will significantly cut manufacturing costs, improve performance and reduce power consumption. - [by using non-manhattan geometry]"

This is no big deal. Most process support this. Some CAD tools do too (not many place and route tools, but many layout editors do). The improvement in performance is not worth the complexity introduced by the non-manhattan geometries to the design tools and methodologies in most of the chips. Current chips already use 45 degree routes in critical parts of their design (e.g. Mckinley). The more common scenerio is using bent transistors and leaving the routing as manhattan.
