Nokia, connecting operators

Matthias Kurth, head of RegTP, has hinted in the past that the sharing of
antennas, made possible by technology developed by Nokia, could be
both acceptable from a competition point of view and environmentally
sensible.

The sharing of passive elements - including sites, masts, but not electronic
components - is seen as being in compliance with terms of the licences.
Also included is the use of national roaming agreements, allowing
operators to use other networks where they have no cover.

There are three, more controversial points on which RegTP's decision will
be eagerly expected: the sharing of antennas; whether roaming agreements
can count towards fulfilling coverage thresholds; and splitting and trading
spectrum.
