This from the NOAA emergency site, looks like a potential customer to me;

iwin.nws.noaa.gov

>>>Internet Dissemination

An Internet home page, using HTTP technology servers, is one method used by the NWS for disseminating the EMWIN data stream. The Interactive Weather Information Network (IWIN) page uses HTML formating and additional hyperlinks to an EMWIN server that ingests the data. Access to this data, as a linked series of clickable screens, is provided to clients operating web browsers such as Internet Explorer or Netscape. Graphics or text-only access is provided. FTP access is also available.

While Internet access is convienent, there are times, especially during major weather events, that access may be difficult or impossible due to server overloads.

The IWIN server has been online since September 1995, handling an average load of 1 million connections per day with peak loads of over 2 million connections per day during major weather events.

FTP Access to the IWIN data
Using FTP, open iwin.nws.noaa.gov; login as "anonymous", with your e-mail name as password; cd to data, and then to graphics or text. Under graphics are AFOS UTF (GPH) charts; under text are product subdirectories.

The graphics product files are organized by GPHxxx categories as described here.

The text subdirectories are organized by WMO heading, and the sub files generally by the heading's CCCC station location code. For CONUS sites, this is usually a "K" plus our 3-character FAA or NWS code, as collated here by site code or WFO code.

FTP Access to the EMWIN data
Using FTP, open 140.90.6.240/index.htm; login as "emwin", and use "emwin" for a password. Read the file index.htm for complete information about downloading and using the EMWIN data.

"Push" access to the EMWIN data
Testing at this time. For Reliable Access to Live Data, use Satellite Broadcasts and local radio re-broadcasts. During major weather events, your connection to the Internet and local electric grid may both be affected. <<
