Yeah, actually, it does. If you use a progressive tax system, the more you make, the more you pay. And progressively the more you make, the more you pay. If you cut taxes, those paying most will get more back. And progressively (not linearly), the more you pay the more you get back. Simple if you understand simple mathematical concepts.
Unless, of course, your agenda is to SCREW THE RICH! If you insist on being a thief, you can make it come out differently. Otherwise you get the result you indicated.
