here's an excerpt from Clark's book: time.com apparently it paints a rather bleak picture, for those who study/practice war, of how the Clinton administration and Nato ran the Kosovo operation. Strategic incompetence squared, with political hacks and lawyers mucking things up like crazy, and Clark the poor schmuck in the middle running things but without much real authority.
