You'll also find it interesting that during the worst of the blackouts and warnings that California's IPPs and/or QFs were sending 4 gigawatts out of state on long-term contracts. Sen. Diane Feinstein requested of Sec. Spencer Abrams that there be more transparency in the operations of the Cal ISO and the publicly administered transmission grid. Not the strategems of those gaming the system, mind you, just the grid itself. He declined. When the public is kept in the dark both literally and figuratively by the likes of Mr. Abrams, I'd say our Federal government has crossed the line into dysfunction. But, then, we knew that when we put this administration in place with 5 votes. <no smile>
