One of the things most people don't know about Hoover, and I think it may actually be the most salient fact, was Hoover's record in the relief effort during and after WWI. During WWI and after the war Hoover ran a charity which was the predecessor of CARE that is credited with saving the lives of millions of Europeans from starvation, and later became Secretary of Agriculture under Wilson, continuing to ship American food to Europe.

He was a trained engineer, and he brought the techniques of engineering to government. Unfortunately, he never understood economics.

He didn't understand how the increase in American productivity became overproduction, leading to gluts. He wanted to keep prices high, despite gluts. He didn't understand how tariffs kept our trading partners from being able to buy what we produced because we wouldn't buy what they produced so they had no money, thereby increasing the gluts.

The laws of supply and demand are very inconvenient for social planners.;^)
