Joe, relax, I've got the solution to California's energy problem. First of all, understand that their will be financial distress. 1] remove price controls for everybody, and be sure utilities get paid. 2] Citizens are not to blame, so spread the pain around [temporary socialism]. Temporarily increase the sales tax [exclude food and medicine] by 5% or more. These proceeds should be segregated in an account to help those that cannot afford the rate increases, {low income, small businees, retiree's etc.] Set up an independant panel to review requests and determine who qualifies for this aid, some may be direct aid, others may receive low interest loans. Sales taxes are paid by consumers, since wealthier people consume more, they will share a heavier burden than those with lesser means. This plan will reverse the ill's of the current energy plan while giving the state the ability to help those that need it. When supply increases to meet demand and the crises is past, revoke the increased sale tax. Now, who do I send my consulting fee bill to?
