In the "Americans with Disabilities Act" the authors did a fantastic job of defining what qualified as an accomodation. This comes up as a category of complaint and so could be a model to filter other kinds of complaints. Here is the short explanation regarding employment.

1)If a person needs an accommodation that the employer is obligated to provide, it can't effect the bottom line of the company to the point where the company loses its competitive edge.
2)It is not affirmative action. There is no right to receive consideration for employment ahead of other qualified employees.
3)The premise is that the person is able to perform the "essential" tasks associated with the job but "may" be excused from "marginal" tasks that could be moved to another employee and which they are not able to perform. An example of a marginal task might be picking up mail from an inaccessible mail room.
