Exactly. Now we need to be more fair and move more types of criminals back into the community (while the problem that got them incarcerated has not been resolved). In this area this is being done and the electronic ankle bracelets help the government know who is violating the terms of release. I know a guy who has one of these and the bracelet goes off all the time (no consequences when it does). I met one guy who had 26 hot UA's before he was picked up. He thought it was cute and bragged about it. "Who knows, maybe the bi-partisanship that is supposed to be present in Washington now might come up with some solutions. At least, we can hope." This is just the predictable track for a political solution of managing a growing problem.
